Based on the experience of foreign countries and the reality of our country, a cluster management system with the council as the highest leading body is established. Set up a core museum, which implements and promotes the relevant resolutions of the Council, and organizes the business work of the whole museum cluster.

From point to point and from shallow to deep, the museum cluster construction should be carried out. First, from dispersion to concentration, reach a preliminary cluster intention and framework with similar categories of venues in the region, and conduct pilot; Then from the concentration to the cluster, each museum establishes a cooperative relationship at different levels, forming a correlation and collaborative effect.
Define the path of cooperation
Under the guidance of the Management Committee, the core venues will formulate the overall planning and development strategy, optimize the combination of resources and coordinate the development, drive small and medium-sized museums with large museums, give full play to their respective resource advantages, seek common ground while reserving differences, and give full play to the overall integration function. Specifically, it includes determining the overall goal of the cluster, confirming the characteristics and differences of each library, building the overall framework and laying the foundation for cooperation.
